Apply for a climate adaptation subsidy (for rainwater harvesting)

Would you like to construct a ‘green roof’ or place a rain barrel in your garden? Or disconnect your downspout or replace your garden tiles with grass or plants? Then apply for the climate adaptation subsidy.

A total budget of € 250,000 is available this year for this subsidy. Once the subsidy amount has been used up, the measures will stop and you will no longer be able to apply for this year. The information on this page will be updated accordingly.

This subsidy is for:

  • owners or tenants of a residential property
  • a group of tenants or owners of several properties (such as neighbours who together submit 1 application, see ‘Apply for a subsidy with your neighbours’ under Begin link: Good to know, end link. )
  • owners or tenants of a building (such as a business, school, neighbourhood centre or housing association)
  • homeowners associations (Verenigingen van Eigenaren, VvEs)
  • only residential properties and buildings which are stipulated in the Begin link: Conditions, end link.

You can harvest rainwater, for example, by:

  • constructing a green roof (roof covered with plants)
  • placing a rain barrel or a rainwater fence
  • disconnecting the downspout from the sewer system (and for example diverting the water into a pond)
  • replacing paving stones with grass or plants

How much subsidy

  • You get compensated for 50% of the costs for harvesting rainwater.
  • You can get a maximum of € 500 per 1,000 litres of water which you collect.
  • You can get a maximum subsidy of € 50,000 for each application.
  • Do you have a valid Begin link: Ooievaarspas, end link. ? Then the municipality will refund all of the costs.

Constructing a green roof of 20 square metres with a thick drainage layer and many plants costs € 2,400. You do not have an Ooievaarspas. You therefore get compensated for 50% of the costs. For every 1,000 litres of rainwater you collect you get a maximum subsidy of € 500.

  • Because you are constructing a green roof with a thick drainage layer and many plants, your roof can store 60 litres of rainwater per square metre.  Please note: a standard green roof can store an average of 35 litres of rainwater per square metre. You can see the water retention capacity of your roof in your invoice/price quotation.
  • Your roof is 20 square metres. In total you can collect 20 square metres x 60 litres = 1,200 litres of rainwater.
  • Divide the total amount of litres which you will collect by 1,000. This is 1.2.
  • Multiply 1.2 by € 500 (the maximum amount that you get for 1,000 litres of collected rainwater). Therefore 1.2 x € 500 = € 600.
  • The municipality will pay € 600.

Which costs will be refunded?

The municipality will refund all of the costs which are needed to carry out the project.

Which costs will not be refunded?

  • costs which the municipality paid for a green roof
  • costs paid from other measures, such as a subsidy from the Delfland Water Board (Hoogheemraadschap Delfland)
  • costs for structures such as roof constructions or a roof cover
  • costs for removing and replacing existing plants
  • costs for removing and replacing permeable surfaces, such as gravel. Except for work on a newly constructed building
  • costs for you own hours or the labour costs for the applicant’s helpers

There are 2 conditions for this subsidy:

  1. You collect at least 1,000 litres of rainwater. You are allowed to combine different measures for this (such as a rain barrel and a green roof). Or you submit the application together with other residents (see ‘Apply for a subsidy with your neighbours’ under Begin link: Good to know, end link. ).
  2. Did you already get a subsidy from the municipality for rainwater harvesting? Then you will not get a subsidy this year. There is 1 exception: you can apply again for a subsidy if it is for another part of the same building.

  • if you are renting the building: include a statement by the owner which says that the owner agrees to the planned project

  • VAT specification (overview)

You can apply for subsidy once you have received the final invoice from the contractor. Or once you have completed the project yourself.

  • Print the application form.
  • Fill in the printed form and sign it.
  • Scan the signed form.

When to apply

Send the invoice to the municipality within 4 months after spending the money on the project. Also send the subsidy application. See which documents are Begin link: needed for your application, end link. .

Send the price estimate to the municipality within 12 weeks before you spend any money on the project. Also send the subsidy application. You will receive 80% of the amount in your bank account as an advance payment. You will get the remaining 20% once you have completed and submitted the cost justification. Do this within 4 months after you have paid the invoice or completed the project yourself. See which documents are Begin link: needed for your application, end link. .

Send the price estimate to the municipality within 12 weeks before you spend any money on the project. Also send the subsidy application. You will receive the money in your bank account as an advance payment. See which documents are Begin link: needed for your application, end link. .

You will receive a response from the municipality within 12 weeks after applying.

Did you get a subsidy in 2023 or 2024? You need to justify the subsidy within 12 weeks after the work has been completed.

Combining measures

You are allowed to combine multiple measures for harvesting rainwater in your application.

Apply for a subsidy with your neighbours

Would you like to team up with your neighbours to harvest rainwater? This is possible. Send a written consent form for all the participating homeowners (with their signature and address). The applicant is reponsible for making sure the subsidy funds are shared fairly among the participants. Read below how to do this:

  • 3 neighbours want to apply jointly for a green roof subsidy.
  • They do not have an Ooievaarspas. The municipality will therefore refund 50% of the costs with a maximum of € 500 for every 1,000 litres of rainwater they collect.
  • They opt for a green roof with small plants (sedum) which absorbs 30 litres of rainwater per square metre.
  • The green roof is 55 square metres.

The neighbours all want to construct a different sized green roof:

  • Neighbour A wants to construct a 30 square metre green roof.
  • Neighbour B want to construct a 15 square metre green roof.
  • And Neighbour C want to construct a 10 square metre green roof.
  • The total cost is € 1,925.

Neighbour A applies for the green roof subsidy on behalf of the 3 neighbours. And indicates that they will collect a total of 1,650 litres of rainwater (55 square metres x 30 litres of rainwater). Neighbour A (the applicant) receives € 825 in subsidy in her account (1.65 x € 500).

She must then share the subsidy amount of € 825 with the other neighbours. To do this the applicant calculates the amount of subsidy they received per square metre.

She divides the total subsidy amount of € 825 by the number of square metres for the total green roof (55 square metres). She sees that their joint application received € 15 in subsidy per square metre. In order to give everybody their fair share, she multiplies the amount of € 15 per square metre by the size of the green roof for each neighbour:

  • Neighbour A (the applicant) transfers € 225 to Neighbour B. (€ 15 x 15 square metres)
  • Neighbour A transfers € 150 to Neighbour C. (€ 15 x 10 square metres)
  • Neighbour A keeps € 450 in her own account. (€ 15 x 30 square metres)
