Apply for exemption from low-emission zone for mopeds and motorised bikes
Do you have a moped or motorised bike (brom- of snorfiets) with an initial registration date in 2010 or earlier? Then you are no longer allowed to drive it in The Hague. Apply for an exemption on this page.
- A copy of the vehicle registration certificate.
- A completed application form for an exemption from low-emission zone restrictions for mopeds and motorised bikes with an initial registration date before 1 January 2011.
- A copy of the vehicle test certificate. To obtain this certificate, you must take your moped or motorised bike in for a technical inspection. This can be done at one of the dealers contracted by the municipality. Look at the list of dealers on the page Begin link: Low-emission zone for old mopeds and motorised bikes, end link. .
- A copy of the vehicle registration certificate.
- A completed application form for an exemption from low-emission zone restrictions for mopeds and motorised bikes with an initial registration date before 1 January 2011. After you submit your application, The Hague’s Public Health Department (GGD) will invite you for a medical assessment.
The GGD will examine whether you really only can use your old two-stroke moped or motorised bike due to medical reasons. If the GGD determines that you are able to use another mode of transportation or that you can travel on public transportation, you will not get a medical exemption. The GGD will advise the municipality on your case. The municipality will then decide whether to grant you the exemption.

Once you are logged into MijnDenHaag you can register your trips through Begin external link: Mijn Zaken(External link), end external link.. Click on ‘See’ next to your exemption in Mijn Zaken and register your trips.

Make an objection
Do you disagree with the decision on your application? Then you can submit a letter of objection within 6 weeks of the decision.
Rates in 2024:
- exemption for a four-stroke vehicle: € 34.60
- exemption on medical grounds: € 11.55
The municipality will pay the costs of your medical assessment. However, you will have to pay any additional charges yourself. For example if you do not show up for the medical assessment, if you want to expedite an application, or if you want a medical assessment at your home. - exemption for a two-stroke vintage model: € 28.85
Rates in 2025:
- exemption for a four-stroke vehicle: € 35.80
- exemption on medical grounds: € 11.95
The municipality will pay the costs of your medical assessment. However, you will have to pay any additional charges yourself. For example if you do not show up for the medical assessment, if you want to expedite an application, or if you want a medical assessment at your home. - exemption for a two-stroke vintage model: € 29.85
- Exemption for a four-stroke vehicle: 8 weeks.
- Exemption on medical grounds: you will receive a confirmation of receipt for your application within a few days. There is nothing more you need to do once you receive the confirmation of receipt. You will get an invitation from the GGD for an intake interview at a later moment.
- Exemption for a two-stroke vintage model: within 8 weeks.
The exemption for four-stroke vehicles remains in effect. This means you will not have to apply for a new exemption every year. The exemption is attached to the vehicle itself. If you sell your moped or motorised bike, the exemption will be transferred to the new owner.
The exemption for a vintage model is valid for 12 months and can easily be extended online. You can see your application in MijnDenHaag. You can also see your exemption, if it was granted by the municipality. If you are planning to take a trip, you are required to register this online in Begin external link: MijnDenHaag(External link), end external link.. You do this before the trip or at the latest by 23.59 hrs. on the day of the trip.
