Flat daily rate resulting in more parking space for permit holders

The experiment with a flat daily rate for on-street parking in 5 streets in Scheveningen and 17 streets in the Oude Centrum has proven successful. According to the evaulation, the daily rate leads to fewer visitors using on-street parking.

As a result there is more parking space available for residents and businesses with a parking permit.

The municipality investigated the success rate of the experiment. Some 1,000 residents and businesses filled in a questionnaire asking their opinion about the experiment.

The responses to the questionnaire also indicated that a number of businesses were not happy with the daily rate. Because of it, there is a decrease in customers who are using short-term parking. A possible solution is a progressive parking rate: the longer visitors park, the more they pay. The municipality is expected to introduce the progressive parking rate in 2025. Until this new system is introduced, the municipality will extend the daily rate for on-street parking in these streets.

Goal

The municipality started the experiment on 1 May 2023 after a ruling by the Hoge Raad (Supreme Court). The goal is:

  • to make (short-term) parking on the street less attractive to visitors
  • to increase the availability of parking space for permit holders
  • to encourage visitors to the beach and downtown area to park in parking garages and in car parks. Or to park farther away, or to come on public transportation or another mode of transportation.
